You need to edit your filter like the following DAX.
Planwert_SUM =
CALCULATE (
SUM ( 'Target values'[Values] );
FILTER ( 'Target values'; 'Target values'[Date] <= MAX ( 'Revenues'[date] ) )
)
Use FILTER to determine the range including table and conditions.
