Summarize colmun in dependence of a colmun in another table

hi together,
 
i want to summarize a column in dependence of a column in another table.
 
What i want is:
 

Planwert_SUM = CALCULATE(SUM('Target values'[Values]);'Target values'[Date]<=max('Revenues'[date]))

But it did not work: The error is ... max could not use in true/false expression.

what works is:

 
Planwert_SUM = CALCULATE(SUM('Target values'[Values]);'Target Values'[Date]<=DATE(2019;10;31))

but so i must correct the var after every update, so i want it to design it dynamically

Has anyone a hint for me?

You need to edit your filter like the following DAX.

Planwert_SUM =
CALCULATE (
    SUM ( 'Target values'[Values] );
    FILTER ( 'Target values'; 'Target values'[Date] <= MAX ( 'Revenues'[date] ) )
)

Use FILTER to determine the range including table and conditions.
