Sum other data for specific row

Hi, here I have a Dim_Country and Fact_Actual. In the Power BI, I want to create a measure where it is able to sum all the other country value for Singapore. In the dashboard page, I'll have a Dim_Type to toggle between International or Local. When user filter to Local, only Singapore should have value and the rest is blank

 

For example, the Local value for Singapore should be (12+9), although in Fact_Actual there is no data for Singapore. The rest of the countries should stay as blank. 

 

Does anyone know how i can derive that in a measure?
