I have column A with text, column B with text.
I want to add a conditional column like this
=if(column A starts with "W" and column B starts with "W", "True", "False")

If you are trying in DAX, have you tried this:
Column C = IF(LEFT(Table1[Column A],1)="W" && LEFT(Table1[Column B],1)="W",TRUE(),FALSE())
