Stack Ranking Based on Count and Result

I need assistance in creating a Stack Ranking based the people hitting the target or close to the goal and total amount of issues received (you can consider this cases handled)

Not quite understand your requirement, Do you mean you'd like to set the rank based on several columns?

If not, you might consider creating pbix file that will contain some sample data (remove the confidential info), upload the pbix to onedrive for business and share the link to the file. Please do not forget to describe the expected results based on this sample data.
