Spacial, project-based, data visualization using virtual tables/seats to visualize project

What Power BI visualization tool could work to show project members' photo icons placed around a table (i.e., a simple circle), in a space with multiple tables that represent various projects, and tables grouped together to show how smaller projects relate to larger master projects?
In other words, take a spreadsheet of project-based timecard data and convert it to a graphic/spacial visualization that "looks" something like a banquet room seating chart or a collection of conference rooms with employees' avatars placed at virtual seats around virtual tables, based on projects that they charge to in their timesheets?
Is this possible in any of the Power BI tools?

Do you want to show Photos and values in Power BI visualization? Try Image URL in Columns Tools and Matrix visual.
