Slicer time scale with ability to set start and end points to create a rolling average slicer

Hi - is there a slicer that exists, or a way to modify one like the Timeline Slicer 2.4.0 shown below, to lock the width of the selection, so that it can be dragged along the timeline and show a rolling average in the visualizations that are linked to this timeline?
