Hello,
I can't add data to the visual level filters when I'm creating the Slicer...
I didn't get why this is happen...do you know how can i solve that?

Currently, Power BI Desktop doesn’t support visual level filter on slicer. However , based on Reza’s blog, this feature will come soon. Meanwhile, you can work around this issue by using one of the following options, for more details, you can review Reza’s blog.
1. Define the filter in the page level or report level.
2. Use specific visuals such as stacked column chart or bar chart as slicer.
3. Leverage calculated table as a filter for slicer.

I can confirm this, not sure if that is by design or a bug but I just tried that the other day and was a bit surprised when I couldn't do that.
I think it's by design. Or sort of by design. I can't remember where I saw it but the explanation was something like, if you could filter an item from showing up in a slicer, that would be functionally equivalent to a page level filter for that item. That is, if it's not in the slicer that means it's filtered out for everything that the slicer filters.
Although since we have the ability to control interactions, it seems like that shouldn't be true anymore...
