I think best thing is to 1st unpivot the step columns to make it more suitable for further analysis. Look at what I created here (all in Power Query) and see if you can take it from here:

Hi SpartaBI , this helped me a lot and I am near to find a solution... I now want to plot this data on 24 Hours in Gantt chart... do you think if it is doable by DAX or I need to make changes to data?
This is because my data expands to endless scrolling gantt chart but in fact it is based on 24 hours shift each day.
Any assistance is much appreciated.
