Showing a zero value in a bar chart? (Two Tables connected)

Example of what it looks like. It's not good because it doesn't show a zero for the other values.

 Here is the Dax measure I'm using.

Here is this setting applied to the x-axis.

What could be the issue/solution?

@agd50 , I am not able to make sense of the shared image. Usually +0 or "Show Items with no data" can help to show you all the values
