Show specific tables in a semantic model while the user can work on the pbix file

I have the following situation :

I built a semantic model and publish it to Power BI service. 

The user is supposed to use that semantic user to build a report.

If I apply the OLS, to make him see only specific tables he needs to be a viewer as the documentation states :

I have 3 things in mind :

• build another semantic model without the tables he needs to see (which I try to avoid)
• create a dataflow based on the semantic model but it is not possible like mentioned here https://community.fabric.microsoft.com/t5/Service/Create-Power-BI-Dataflow-using-a-Semantic-Model/m-...
• semantic model scale out, is possible in this case ?

I would publish to an App and give access that way. Allow the build permission and let people build using Desktop.

So you mean I apply the OLS to my semantic model, then publish it to the PBI service then use it in an app and then allow the build permission ?
