Show items with no data not displaying my fields that are blank

I have a table that shows residents that have either move-in, move-out or a notice. I'm using the end of the week slicer to choose different weeks to display. Some weeks there wont be any move-in or move-outs, but I still want to display them as either a blank or zero so the field still shows in my visual. I have selected the visual and marked "show items with no data" in the column under visualization but they wont show if there is no data for that week. Below are screenshots of when the end of the week is not filtered it shows all 3 fields and when I select a specific week if only shows the field with data. Can you please help or let me know what I am doing wrong.

Hi,

Modify your measure to:

Measure = coalesce([your measure],0)

i have faces suck scenario in past, i just created the separate list of categories for this purpose.
if you want to display them as either a blank or zero so the field still shows in your visual then you just create a separate table or create a measure that handle this condition. but creating a separate table with your desired values in it is the most simple solution. 

How would I go about creating a separate table

just creat a separate table with the values you want to put in slicer and createa relationship of that table with your other table which you are currently using in you slicer
