Show Top N on scatter plot

Dear community,

I am replicating a covid-19 chart, it is a scatter chart showing the 30 countries with the most confirmed cumulative cases on a date; But, when I apply this filter, only a single country appears (see IMG1 and IMG2), how can I replicate the image with a black background (IMG3)?

Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
