Shift Roster Optimization

I have three datasets - Unallocated Tickets , Shift roster, Skill set  Deatils . Need to assign Unallocated tickets to the people available in shift.

I need to allocate tickets based on the skill set of the employee and then if number of tickets are more than the people available in shift then it should be assigned to person with the desired skill set having  least number of tickets assigned .
