Shape map visual Customization (Paraguay)

Hi, I'm supposed to build a visual like this: Paraguay with its administrative regions and some data labels added to it with degrading colors according to a value in the dataset.

I tried using the shape visual where when I downloaded the spatial data in (https://mapshaper.org/) with 18 polygon features in topojson format. But when I load the JSON to the custom map on the desktop the country outline alone is reflected not the divisions are visible. Even if I add the data to the visual it doesn't reflect correctly. Help me out to solve this issue. Share with me the exact steps to be followed. I've added the output I got:
