If I disable this option manually, is there a registry key or other setting in a file that stores/disable "sending telemetry data" option?

No. There is no correlation between them.

Microsoft works hard to protect your privacy while delivering products that bring you the performance, power, and convenience you want.

Checking this option allows Microsoft to collect certain information about your usage of powerbi desktop to help diagnose problems and improve the product. The information collected from Power BI Desktop users can include data on the operating system, Power BI Desktop information, and Internet Explorer versions.

If you want to opt out of this data collection, please uncheck the Send Usage Data check box.
