I have a slicer to select points to plot it on a graph. All the points in blue gets plotted on selecting option 1 in the slicer. Holding the control button when I select option 2 in the slicer, all the orange dots should overlap on the blue dots. But most of it are getting underneath the blue points. Any way I can get the desired result?

I don't think you can change the data points layer property to force it on the top level of the visual.
Perhaps you can write measure formula to instead the raw value field and add if statement to check the data point if they are overlapping and replace one of them to blank to indirectly achieve your requirements.
