I understand that if we want to store our report in git repositories without the data, we can save the report as a template. My concern is this, if we create a report for a widely consumed dataset and users start building their own reports from that dataset. If we modify the main report, the template (add some new measures for example, maybe a new table), and then publish it back out the the Power BI service, will it get a new GUID, meaning, will it break the existing reports that were built of the originally published dataset? Does anyone have any experience with this?

No. To incur the penalty of a new GUID you must have deleted the dataset (and report) from the workspace and then re-uploaded.
