I added Table, Relationship and Dashboard with measure I am using. I want to sum Operation___ value buy Date.

(1) This is my test data.
(2) We can create a measure.

CALCULATE(SUM('Table'[Operation]),FILTER(ALLSELECTED('Dim Table'),'Dim Table'[Date] in VALUES('Table'[DateTime])))
(3) Then the result is as follows.
If the above one can't help you get the desired result, please provide some sample data in your tables (exclude sensitive data) with Text format and your expected result with backend logic and special examples. It is better if you can share a simplified pbix file. Thank you.

I checked source at has same data for all dates.
Check that your DateTime column in the __Surge table is actually of type Date, and not DateTime. (Not just the formatting, but the actual type).
I suspect the reason that you are getting repeat values is because PowerBI can't create a relationship between two different types.
