Row level security - Table haven't join with 3 fact table

Hi all, 

I have 3 fact table for 3 different dashboard and one table with end users mail id's with 2 other column Series and broadcaster how could i join this user table with all 3 fact table.

I am creating a relationship between one fact table with user table its many to many relationship.

Power bi doesn't  allow me to create active relationship with anothet tables. 

Any way to suggest?

For your scenario, you could try to add a bridge table to link tables who has the multiple records.( many to one)
After these steps, you can enable RLS on this bridge table.
