Do you want to connect to Azure Table Storage using DirectQuery mode and then configure RLS? If so, it is not supported to use DirectQuery Mode when connecting to Azure Table Storage. 

After importing data from Azure Table Storage to Power BI Desktop, you can configure RLS following the guide in the article below.
