I have a report that has sensitive data on employees, i have set up RLS for each individual employee and that works using [Employee]= "Emp1" however i want to set up so the manager cn view all employees and i used [Employee] = "All" and [Employee]="Emp1", "Emp2", "Emp3" and [Employee]="Emp1" && "Emp2" && "Emp3" but none of them return anything all the visuals are blank. The report has multiple tables with one base table that has other tables merged into it and this is the table i am filtering.
Any help will be greatly appreciated

If I understand your requirement correctly, you want a separate role that would be able to see all the data without any fiters?
If yes, then you can create a new role say "ALL" and apply no filter in it.
Then in Power Bi service, you cna associate your manager with this role

You can use “1=1” for the manager and then the manager can view all data. For more details, you can refer Dynamic Row Level Security with Manager Level Access in Power BI.
