I have a table visual that contains columns Inspection ID, Inspection Date, Violations Count.
I want to be able to click on a row and drill through to the actual violation IDs. The drill-through option is not showing up when I right click though. How to fix this?

This is a question that is difficult to answer without seeing the file.
You need to make sure that there is a shared column/metric that you have defined in the drill column in the required place.
For example :
If I need to drill to "drill" page to see a value of the products as in attached picture :
I need to put the measure and the product as a drill field at the drill page:
