The VALUES funtion in the formula returns the customer_journey in the current row according to the context. So you should replace it will ALL like this:
Customer Journey Consent =
VAR _CJC =
SUMX ( ALL ( dev_con_hcp_universe_flipped[customer_journey] ), [Total Consent] )
RETURN
_CJC
