I have read about changing responsiveness to be on to allow visualizations in report tiles in mobile view to expand to take the whole tile space. However, I cannot find responsiveness as an option in either desktop or service. I looked for it in the preview features on desktop and it wasn't there.

We can turn on responsive for visual both in Power BI desktop and service via going to Format -> General pane of the visual. Based on my research, not all visuals have this option. For more information, see:

In your scenario, please run the latest Power BI desktop version 2.54.4970.961, then you can create a Clustered Column Chart visual in the report, you will find Responsive option here:
