After test, report level filter and page level filter are removed after publish to web. we can filter a report using query string parameters in the URL, but it does not work with Publish to web or Power BI Embedded. So there is no way to add report level filters for all the pages which should be present on the published report web link from what I know, you can review the following feature request and vote it.
