I created a table (call it Criteria table) with the measure IDs I'm interested in and made a relationship between it and the raw data set
I even filtered the raw data set to make sure it contained the measures I was interested in
< Criteria table
< Raw data
However, when I tried to put values from the raw data into a matrix based on the Criteria table, some IDs weren't populating. This is causing the numbers I want shown to be ommitted and I don't know what the problem is. There are no duplicates in the Criteria table and the measure IDs clearly exist in both tables.

The problem resolved itself whne I typed out the data myself instead of copy-pasting cells from an Excel sheet.

I noticed that the relationship in your report appears to be inactive. Have you considered activating the relationship? Activating it might help resolve the issue you're facing. Please give it a try, and if it works for you, I'd appreciate an upvote to let others know this solution is helpful!
I deleted and reconnected the relationship and it says active, but the same error arises
