Relationship editor fails to add but provides no error message

In Desktop when I open the manage relationships dialog and add a relationship, it fails to add but provides ZERO info on why. 

I believe the problem is Active vs. Inactive because if I add the relationship as inactive it gets added. And yes I understand why it might fail, but no User Interface should fail anything without informing the user.

Also, trying to set the existing relationship to active fails with no message.

It a bug with Feb release, been a few forum posts on it

I think you do get the message if your try to create with TMDL script

That tracks, thanks. I'm pretty new to PBI and not familiar with TMDL script, but for now I just added all my new relationships in INACTIVE mode.
