When you say 'alerts' are you actually wanting the email from dashboard alerts?
You will likely need to define an explicit measure, and need to define a period (more specific than 'since last refresh'). So try for example change since last week or last month. You can find lots of samples for WoW or MoM % change in DAX. Then set this in a card visual, pin to dashboard, and set an alert on it.
