As tested, i'm afraid the default custom visual Radar Chart imported from market place would not have the options to fill the ring with different colors.

it could only give the different colors to the "Y-axis" field as below.

What you provide seems to be a visual created in Excel or using R script.

If you are familiar with R, you could use R with Power BI.
