I have a RANKX command that works for ranking sales by store. However, when I set the parameters to equal or greater to 35, the results change the rank to 1 - 34 rather than showing the associated stores as ranked 35 and higher.
Not sure why it's doing this. It has worked previously so I don't know why it's not working now.

I solved this. I had blank rows and that was throwing the calc off.

After my testing, I have not encountered a situation like yours.
Here is my testing:
My sample:
I created two measure as follow.
sum = SUM('Table'[sales])Measure = RANKX(ALL('Table'), [sum], , ASC, Dense)
Result:
