When I right click on filtered rows I can click on edit settings and make changes BUT when I cliock on another filtered row the "EDIT SETTINGS" is grayed out and I CAN'T clik on hat???

You can modify the code directly in the formula line if you are wanting to change those filters. I think the reason you don't see the gear is that the GUI for filtering only allows 2 basic filters and the filter that is applied in that step is mor complex that the UI can display.
Are you able to click on the gear icon next to the step?
That filter does not have the gear to the right.
What is the text in the formula bar when you select that step?
Not sure what/where the text or formula are but I can right click and get options like delete, rename, properties, etc.
The formula bar is highlighted in my screen shot below. I am wonding what you see for that step:
= Table.SelectRows(#"Credit % Spent Filter", each [PO Required] <> null)
= Table.SelectRows(#"Added Custom", each ([#"Credit % Spent"] <> null and not Number.IsNaN([#"Credit % Spent"]) and [#"Credit % Spent"] <> -#infinity and [#"Credit % Spent"] <> 0 and [#"Credit % Spent"] <> #infinity))
