I have a column currently that is numeric data type as 1's, 2's, 3's and 4's. These actually represent Quarters 1,2,3 and 4 from 2017. How can I convert the column to be recognized as Quarter date.

Hey,
using DAX you can create a calculated column like so (assuming that the column in your table is called "QuarterNo"):
QuarterDate = DATE(2017 , '<tablename>'[QuarterNo] * 3 , 1)
This will create a date that represents the 1st Day of the last month in a quarter.
Of course you can also use EOMONTH(DATE( ... ) , 0)
