Problem with relative date filtering

When I select "This day" in relative date filter, it shows yesterdays data.

In this example here, today is 31/01/18 but it is showing data no 30/01/18 as today. 

When I manually change the filter to 31/01/18 it shows data for today so it doesn't make any sense why this isn't working.

So if I am UTC+10 is there a way to offset this?
