Add a Year column in Matintenance Table.
Year = YEAR(Maintenance[Date of Maintenance])
Then try this code.
Flag 1 =
VAR _MinDateEachYear =
CALCULATE (
MIN ( Maintenance[Date of Maintenance] ),
FILTER ( Maintenance, Maintenance[Year] = EARLIER ( Maintenance[Year] ) )
)
RETURN
