Pro Versus Basic

Please let me know if I'm right or wrong in anything that I say, here:

A Power BI Basic user can write a report.  A different Basic user with access to the Power BI Service (Cloud) can access that report in the Cloud and manually refresh it or even modify that report in the Cloud.

Anyone else who wants to view (consume) that report will need a Pro license.

Anyone who wants to share that report with others will need a Pro license.

There is one free way to share reports: Publish to Web. The drawback is that there is no security at all. Anyone with an internet connection is able to view the report.

Any other form of sharing requires a paid license. If you want to share a non-public report with another person, then both you and the other person need to be covered by some type of paid license.

@Anonymous In essence, a Power BI Free user (Basic) only has access to their My Workspace. They cannot view reports shared by others or share their reports with others. This assumes a non-Premimum capacity.
