Premium capacity is greyed out

I am trying to create a workspace with Premium Capacity and it is greyed out :

The account I am using is with subscription :

I tried to check this old thread , I think that the account I am using is missing some priviliges since when I check the admin portal it is empty.

That is right. You need to be Capacity Admin (at least)  to be able to do that.
