PowerBi Pro Error

I have a user (assigned a pro license) getting this error whenever he tries to open a dataset that has been shared with him. I made sure he and the original creator of the data set both have pro version, the user has the most up to date version of ProBi, but we still get the error attached below. I have tried opening the data sets on the desk top app as well as web version. Any advice?

He said he previously was but is not sure anymore. Is there a way to check to see if he still is? Sorry I am new to PowerBi

You can go to the workspace, and check the following settings to confirm whether the user has permissions on the dataset
