Anonymous , The best you can get is like this, Concatenate Label - off, Reduce y-axis font . Sort on Axis. In this case I sorted on State, year
Check for steps- When I recorded this video it was not supported horizontal Stacked bar, it is supported now

You would need to add both the country and year columns to the Y axis of the bar chart, like so:and then drill down on the visual to the year level using the forked arrow button
Then in the visual settings you can configure horizontal gridlines.
However, for the default bar chart visual I was not able to get the exact same look. For instance, I cannot get the gridlines to go "in between the bars", only separating the axis by country. And I cannot rotate the text on the axis either. These are limitations of the default power bi bar chart visual. You may try using a 3rd party visual from the marketplace to see if it has the formatting controls you desire.
