This error occur when the credential of the ID using which the report is configure has been changed or the user ID has been deleted. In order to resolve this error, Please contact the report owner and ask them to re-configure the report. Click on the 3 dots in front of the report/semantic model name and go to the below highlighted settings and edit credential:

Your Power BI refresh failed because the saved credentials (OAuth token) expired or got revoked (e.g. password change).
Fix:
Go to Power BI Service → Dataset settings → Data source credentials → Re-enter login → Save → Refresh.
