Hello everyone,
I read through quite a few posts in the archive about time slicers (not date slicers), and it seems like the feature is not available.
Now in 2021, are there any work arounds to make time slicers (i.e., slice the time by hours/minutes/seconds) without using a table / list?

Not sure which kind of time slicer you are referring to, but it seems to be an unavailable feature currently.
If you want to have a hierarchy time slicer, you need to have Hour/Minute/Second columns in the table in advance. Then you can create a custom hierarchy in Fields pane. Right click on Time column and select Create hierarchy. Right click on Hour/Minute/Second columns one by one and select Add to hierarchy > hierarchy name (the hierarchy created in previous step).
You can use this custom hierarchy in slicers and other visuals.

@rnian18 as I originally posted, you don't have a choice for this, all the works around are just using separate slicer for hours, minutes, etc which defeat the purpose.

Thanks jingzhang. I indeed did something similar. But it is sorted as a table format. Is it possible to have a scroll bar style slicer? From the sounds of it, it does not seem to be supported yet.
@rnian18 there is a relative time slicer, not sure if this is something that can help. Use a relative time slicer or filter in Power BI - Power BI | Microsoft Docs

Thanks for the reply. Unfortunately, I would need this dashboard to zoom into second-frequency data from within the historical database as well. The relative time filter only allows the user to see the most recent events :(.
