PowerBI Stack Column and $/Unit

I have the following chart for $/unit per region by year.  The total $/Unit for the region works, the total in the rows is correct in the Matrix table but when I convert to a stacked column the total column values add rather than calcualte to $/Unit.  The date is on a slicer for another dimension.  My current measure $/Unit= divide(sum('talbe1'[Values$]),sum('table2'[ValuesUnit])). Why does the total column per year match the row in the matrix.  I assume there is something wrong with the measure.
