Is there an equivalent syntax in Power Query where I can update existing records via "update" command?
If you are referring to when you Enter Data and you want to update the data?
If so then open the Query Editor, go to the table you created with the Enter Data.
Then under Applied Steps, where it says "Source" click on the Gear Icon.
You can now update, edit or delete data, rows or columns.

I was actually referring to this (mysql) and an M/Power Query-equivalent
UPDATE [LOW_PRIORITY] [IGNORE] table_reference
SET col_name1={expr1|DEFAULT} [, col_name2={expr2|DEFAULT}] ...
[WHERE where_condition]
[ORDER BY ...]
[LIMIT row_count]

Power bi not exist equivalent function of update. In my opinion,I think you can add a custom column which the if statements, then delete the original column.

Not very sure for the "update" which you metioned, but I think you can use "refresh preview" function to refresh the current query.
Steps:
1. Open on Query Editor.
2. Choose one query.
3. Click Refresh preview.
