Try this

Basically you Group the Rows by Symbol then use Fill Down within each Group

let
    Source = Excel.CurrentWorkbook(){[Name="Table1"]}[Content],
    #"Changed Type" = Table.TransformColumnTypes(Source,{{"Date", type datetime}, {"Symbol", type text}, {"Value", Int64.Type}}),
    #"Grouped Rows" = Table.Group(#"Changed Type", {"Symbol"}, {{"AllRows", each Table.FillDown(_,{"Value"}), type table}}),
    #"Expanded AllRows" = Table.ExpandTableColumn(#"Grouped Rows", "AllRows", {"Date", "Value"}, {"Date", "Value"})
in
    #"Expanded AllRows"
