Power Bi Shape file Colour Saturation

Hi, I was wanting help regarding colour saturation in a shape file. I notice it changes when I filter on region etc but I was wanting it to stay as it is when unfiltered.

Any suggestions greatly appreciated.

Sorry will try explain clearer so i have a shape map divided by regions of England, dark blue (high %) light blue (low %) however when i select a region the colours change to reflect the % within the chosen region i would like the colours to remain as they were before a region was chosen 

rather than changing as it does now 

is there anyway to lock it etc ?
