Hello,
We are working on a solution for customer with the requirement is create a workspace which is not accessible from anyone except Workspace Owner. Also wanted to have capability to audit/alert feature the activity happened on this workspace (read/write etc) in case if someone add as owner/reader in workspace.
For example - Global Administrator or Power BI Admin should not access to this workspace (any manipulation/access in workspace).
Kindly Advise if it’s possible.

According to your description, it is hard to achieve your requirement based on the group workspace permissions and settings. I think it should be better to design the report in your personal workspace. The contents in the personal workspace can't be viewed and edited by other users (including admin) if you do not share them externally.
To trace the user operations, you can try to turn on the audit log feature, then you can get all the detailed activity logs.
