Power BI Stacked Column Chart using whole numbers and percent

I am trying to use a whole number as the y-axis but also keep the % numbers that are showing

I test this in my enviornment, I have the same experience as you. I think this is by design, you could submit this requirement on Power BI Ideas.

Thank you for looking into this.  I was able to add two values in the y-axis but then adding a legend is not possible.
