Power BI Premium Capacity Storage

I've been looking to upgrading to a premium license so I can share reports within my organization.  In the documentation for the premium license it says you can share reports with users that have a free license but it says the report needs to be stored in a premium capacity.  What does that mean?  Does that mean if a pemium user publishes the report to a workspace you can share it with anyone that has a free license?

    Hey Anonymous ,

     

    there are 2 basic licenses:

    Free license, you can only upload data to "My Workspace" and not collaborate with anyone

    Pro license, you can use workspaces with other users. All of the users need a Pro license.

     

    Then your company can buy a Premium license. This starts at 5'000 USD per month.

    Your company can then run a workspace in premium capacity. The premium capacity has a lot of benefits, you can refresh a report 48 times per day instead of 8 times per day etc. Also users with a free license can consume these reports that are working in a premium capacity.

     

    And then there is the premium per user. You get most of the benefits from premium, but they are paid per user. If you use a premium per user workspace all users in this workspace need a premium per user license.
