Hi everyone,
We are currently using on-premise Report Server for Power BI reporting purposes and have Power BI Pro licenses for developers/publishers - no cloud service usage at the moment.
We would like to extend our reporting capabilities for our end-users with a self-service semi-automated manner. Due to multiplexing topic we could not be sure how to proper license our environment and your helps are greatly appretiated.
Here is our scenario:
1- End users will perform a request for "report creation" using our Service Management software. Our developers/publishers will review the service request and if-manually approved, then will create a report for that user and will publish it to report server. To enable data refleshment schedule purposes - developer will configure a Schedule refresh for that report "using the users' SQL credentials to connect to the data source".
2- Some other users (within the requester user deparment) will subscribe to the report and will get daily/weekly paginated PDF reports.
So currently We have reporting server licenses, Power BI publisher licenses for developers/publishers and as far as we know "report consumers" do not require a viewer license for web publishing. We just want to verify/consult if above scenario is compliant with multiplexing licensing model.

If you consider a premium license it provides capacity on app.powerbi.com and also has a report server license
No, we are not using any online/cloud services (yet) due to regulations.
We are publishing reports within internal company network using BI reporting server services. Internal users reach the reports over internal web portal.
