Hey there,
Is it possible to create a database on Power BI? This database is required to hold any information entered into it by an entry form created in the file.
Long story short, can Power BI completely replace Microsoft Access?

Power BI is a self service Business Inteligence tool and in no way as the purpose of replacing Access, Excel, or any other type of tool (except for BI tools). Power BI uses datasets that can be in a number of formats from simple webpages to advance SSAS models and using advance analytics and algorithms allows you to make insights, predictions, trends, etc into visualization that allow better understanding of the data.
Although you can create some data within Power BI to make the edit of that data you would need to have Power BI desktop to make the additons, changes or deletions. One similar thing you can use is to have the PowerApp visual (https://docs.microsoft.com/en-us/powerapps/maker/canvas-apps/powerapps-custom-visual) but even this one that allows you o make some introduction of data directly from your PBI report the data is stored on a database or excel file.
So in summary Power BI doesn't replace Access it complements it.
