It is possible to add a new column and write comments in Power BI report?
Something to serve as notes and to use in meetings to jot down comments about delays or priorities.

Based on your description, you want to create a new column directly in the report in Power BI Service and enter the corresponding content to save your value.
For your needs, first of all, adding a comment in the Power BI service can currently be increased on the page side, but not for a column, it is for reports.
For this , you can refer to :
Add comments to dashboards and reports - Power BI | Microsoft Learn
Currently, it is not possible to directly modify the data model and add a column and save the data as part of the Power BI service. If you want to implement your needs, I think you can try using Power Apps in conjunction to try to implement your functionality.

Try Right-click the cell and then click Insert Comment (or press Shift+F2).
If you're using Excel for Office 365, right-click the cell and choose New Note
